Violation of the Driving Code that will incur a fine of 200 euros, and possibly deduction of the driver’s license, registration and
plates while the refusal to pay tickets in the urban transport is transformed to misdemeanor.
With the regulation that was filed in the amendment for the cleansing of urban transport the ministry is pulling the ear to the movement against tolls providing that:
1) Avoiding toll payment «constitutes deviant behavior that is causing obstruction, affects adversely the traffic flow and safety and operation of transport facilities». The proposed provision falls within Article 29 of the Driving Code, where it regulates the movement of vehicles on motorways, express roads and tunnels. This way the police can interfere and confirm the violation.
Because part of the D.C. fines is assigned to the municipalities, when they’re not paid the driver will have problems with the IRS as the fine is considered state revenue. The violation bears upon the owner as long as the driver of the vehicle.
2) For the passengers that don’t pay public transport tickets, the violation is transformed to misdemeanor and 3-month imprisonment is provided if the relevant fine is not paid.
For urban transport and the year 2011, by decree, free transport applies or reduced ticket prices by 50% for certain categories of citizens, over 65 years old, children up to 12, people with special needs etc.
