"On the financial eurozone crisis, we are on top of our programme, we have taken the pain to make our economy viable, but now we need European decisions -- strong European decisions -- to calm the market," Papandreou told reporters.
Moody's ratings agency cut Greece's credit rating by three notches on Monday, citing an increased default risk, increasing pressure on eurozone leaders to ease repayment terms on bailout loans to Athens.
Papandreou was speaking ahead of an EU summit about the situation in North Africa and talks among eurozone leaders later in the day to discuss efforts to draw a line under the debt crisis.
On the situation in Northern Africa, Papandreou said that Greece has been active in the humanitarian efforts for the evacuation of thousands of people from Libya.
The premier said that Greece will continue its efforts, but stressed that it is very important that the EU takes strong, historic, decisions both on the front of the economy and on the Northern Africa front, particularly regarding Libya.
