Laos stressed the need for "a bold policy which, however, as the year of the Memorandum that passed has proved, the (Greek) government does not have".
It added that prime minister George Papandreou, "who, under the Constitution, bears the exclusive responsibility, must undertake initiatives for the country to acquire a more determined, credible and efficient government".
